Ich habe ein ähnliches Problem in Ubuntu 14.04 und habe es damit gelöst:
Es scheint, als ob initramfs-tools installiert wurde, aber die ausführbare Binärdatei hat aus irgendeinem Grund seinen Namen geändert und apt-get unbrauchbar gemacht, um Kernel zu aktualisieren !!!
