Ich hatte das gleiche Problem. Mit sudo dpkg-reconfigure phpmyadminkönnte ich phpmyadmin leicht neu installieren und die richtige Option auswählen.

Ich habe gestern ein Upgrade von 15.10 auf 16.04 durchgeführt und dabei auch PHP7 (statt 5) erhalten. localhost hat für mich funktioniert, das Verzeichnis public_html in meinem Home-Verzeichnis jedoch nicht.

Problem war das Upgrade von PHP (in localhost hatte ich ein HTML-Dokument, das perfekt geladen wurde, aber PHP funktionierte nicht wie erwartet). Ich musste /etc/apache2/mods-enabled/php7.conf bearbeiten, wo PHP deaktiviert war (Zeile 23: php_admin_value engine Off), musste nur einen Kommentar abgeben (mit dem Editor Ihrer Wahl am Anfang ein "#" hinzufügen) der Linie):

# php_admin_value engine Off

und starte den Apache neu:

sudo service apache2 restart

Hoffe das hilft ... hat wie ein Zauber für mich funktioniert. ;-);
